Lakeside Municipal Utility District #5

A Municipal Utility District (MUD) is a political subdivision of the State of Texas, authorized by the Texas Commission on Environmental Quality (TCEQ) or the Texas Legislature to provide essential facilities and/or services such as water, wastewater, drainage, and other municipal utility-related services within the MUD's boundaries. Texas is home to over 1,200 MUDs, many of which are located outside city limits or city Extraterritorial Jurisdictions (ETJs) where municipal services are not available. MUDs vary in size but often serve master-planned communities.  In some cases, a MUD will provide retail water and wastewater services.  In other cases, a MUD will finance infrastructure services that are operated by third parties.  This allows homes to be more competitively priced by allowing a developer to recover the costs of facilities from MUD bonds rather than in the initial home sales price.   

The Lakeside MUD #5 is managed by a publicly elected Board of Directors who oversee the district’s operations and services, all under the supervision and guidance of the TCEQ. The Board is responsible for setting policies in the interest of district residents and utility customers. To fund district facilities and services, a MUD may impose fees, charges, and taxes. These are typically funded through bonds, which are repaid over time by homeowners through MUD taxes. As the debt decreases, MUD taxes may decrease as well.

 

In Lakeside MUD #5, the MUD finances the water, wastewater, and drainage facilities previously constructed for the development of the community.  The District is responsible for the operation and maintenance of the stormwater and drainage system.  The City of Pflugerville is responsible for water services and the wastewater (sewer) services. Waste Connections provides trash and recycling service.
